JDC announce new commercial operator to take space at Horizon

Following recent signings, Jersey Development Company (JDC) has announced it has let another two commercial units on the ground floor of St Helier’s Waterfront Horizon complex.


Both units will be occupied by food and beverage outlets and will be run by Lily-Rose Fenn, daughter of Sarah Ransom who runs the very popular Ransoms Tearoom, which has been successfully trading for more than 30 years at the family-owned garden centre.


Drawing on her family legacy and experiences from time away working and travelling, Lily-Rose is looking forward to sharing her deep-rooted enjoyment for good food.


Unit 4, situated in Horizon East will become a relaxed, casual eatery offering locals and visitors the opportunity to enjoy a fun new menu, plus bakes and cakes, including a few familiar favourites to eat-in or take-out.


In contrast, Unit 11 of Horizon West will be transformed into an all-day dining and bar experience alongside a picturesque view of Elizabeth Marina and the iconic ‘Sail’ sculpture by internationally acclaimed artist Zheng Lu. During the summer months, diners can enjoy al fresco dining with stunning marina views and sunsets against the backdrop of Elizabeth Castle.

Lily-Rose said: “I am thrilled to announce the establishment at the Horizon Waterfront. I plan to celebrate my island roots, whilst also bringing fresh ideas – inspired by my travels and time spent working in hospitality in London. I can’t wait to welcome our community.”


With the sale of all but four of the 280 apartments at Horizon now taken by new homeowners, St Helier’s Waterfront is now home to approximately 2,000 residents. The two new food and beverage outlets are well-placed to become popular dining destinations, benefitting from more than 8,000 nearby office workers and over 1,000 public parking spaces in the immediate vicinity. The new dining experiences will add to the increasing vibrancy of St Helier’s Waterfront.


The first unit is expected to open by the end of 2024.
